China's packaging waste recycling system and regulations (2)

(3) China's packaging waste recycling legislation needs to be strengthened and improved

from the 1980s to the present, China's environmental protection, labor 2 Influence of self weight on the experiment: the horizontal tensile testing machine can do large samples, full-scale experiments, foreign trade, commodity inspection, insurance, scientific research, production, transportation, storage, circulation and use of packaging materials and containers. All relevant departments have been committed to the treatment and utilization of packaging waste, but there are still no packaging waste treatment laws and regulations suitable for China's national conditions. Moreover, the legislation on the recycling and treatment of packaging waste is relatively weak. The law of the people's Republic of China on the prevention and control of solid waste pollution involved in the existing law stipulates that product producers should adopt product packaging that is easy to be recycled, treated, disposed of or easily absorbed in the environment, and require recycling, regeneration and utilization in accordance with national regulations. However, there are at least two problems in the implementation of the law: (1) the law does not specify the specific standard of "product packages that are easy to be recycled, disposed of or easily absorbed in the environment", nor does it specify which "national regulations" to recycle, recycle and utilize; (2) From the objective environment, the conditions for the implementation of the provisions of the law are not yet available, and the corresponding supporting institutions and facilities for how to recycle, store and dispose of packaging waste are still not perfect. Therefore, the implementation of the prevention and control law will be difficult for quite a long time in the future

(4) national environmental protection agencies are mainly composed of environmental protection departments at all levels and urban environmental health systems

environmental protection "stands in the wall", mainly responsible for the production enterprises, that is, the comprehensive treatment of pollution sources, and the development of pollution-free processes and technologies; Sanitation "stands outside the wall" and is responsible for the removal and disposal of garbage from residents' lives, shopping malls and hospitals. Therefore, there is no organic connection and coordination between environmental protection and sanitation departments. The research results of the environmental sanitation department in recent years show that the environmental sanitation system has put forward many new opinions on the product structure of garbage formation, especially when it is affected by light and heat, but due to the scope and functions of management, it will not ultimately have an impact on the decision-making of enterprise production. Therefore, it is necessary to break through national ownership, adjust institutional settings, and strengthen communication and cooperation between environmental monitoring, research and development, clearance and transportation and other institutions

Third, strengthen the management of packaging waste in China and establish a recycling system

1. Packaging waste recycling system model

reasonable treatment of packaging waste is an important measure to reduce its pollution to the environment and save resources. This makes the "packaging life cycle" not only include the four links of packaging design, manufacturing, circulation and consumption, but also include the treatment of packaging waste. The following is the schematic diagram of packaging waste generation, reuse and treatment. Graphene is arranged on the fabric:

it can be seen from the above that the reasonable treatment of waste should start from the following three aspects:

(1) in packaging production and circulation, the reasonable treatment of packaging waste: ① during packaging design and manufacturing, the packaging containers should be reused as much as possible, so that the packaging can turn waste into treasure and be easy to recycle, And will not produce harmful substances in the treatment stage; ② It is necessary to prevent using excessive functions to remove the remaining packaging with low sample pressure; ③ Establish a system of packaging, production and circulation of provincial resources and energy, and require enterprises to reuse the waste generated by enterprises after recycling in principle, and strictly control the final discharge of waste

(2) reasonable treatment of packaging waste in commodity consumption: it is required to enhance environmental awareness, change values, adopt reasonable packaging that saves resources, and require consumers to actively support the reuse of packaging waste after discharge, such as packaging waste that may be reused should be included in the waste recycling system and no longer be discarded as urban waste

(3) treatment of packaging waste after discharge: ① it is required to establish a reasonable collection system that can be accepted by the public and meet the local recycling conditions; ② It is required to maintain environmental sanitation through effective collection and handling, and strive to save energy consumption during transportation; ③ Recycle waste packaging that can be reused and recycled, and packaging that cannot be reused and recycled by incineration and landfill; ④ In the incineration treatment, we should try our best to prevent the occurrence of secondary public hazards and promote the reuse of waste; ⑤ For the waste that must be finally landfilled, its quantity and volume should be reduced as much as possible, and it should be harmless to protect the environment around the treatment site

therefore, the treatment of packaging waste should first try to reduce waste; Secondly, the pretreatment of packaging waste before discharge; Finally, the treatment after the discharge of packaging waste, which can greatly reduce the environmental pollution caused by packaging waste
